Sri Lanka submitted its third Nationally Determined Contribution (NDC 3.0) to the United Nations Framework Convention on Climate Change in September 2025, covering the decade 2026 to 2035. The commitment sets a target of reducing economy-wide greenhouse gas emissions by approximately 20% against business-as-usual projections, equivalent to avoiding around 116 million tonnes of CO2 equivalent, and articulates a long-term goal of achieving carbon neutrality by 2050.

The plan outlines cross-sectoral mitigation and adaptation targets spanning energy, transport, forestry, agriculture, and coastal management. The energy transition target commits to 70% renewable electricity in the national grid by 2030 through solar, wind, and mini-hydro expansion. On adaptation, the NDC gives significant weight to sea level rise, intensifying cyclones, and shifting rainfall patterns that increasingly threaten food security and coastal livelihoods. The UNDP and the Green Climate Fund are among international partners providing technical and financial implementation support.
